Alexey Tsykarev, member of the Council of Representatives of Karelians, Veppsians and Finns of the RK under the Head of the Republic of Karelia and member of the UN Expert Mechanism on the Rights of Indigenous Peoples, has taken part in the international conference The Arctic: Prospects for Sustainable Development in Yakutsk.
The conference organized by the Government of the Sakha (Yakutia) Republic and The Northern Forum non-profit international organization of northern regional governments was held in order to conduct suggestions to the mechanisms of Russian state policy concerning social and economic development of Arctic regions, summing up the results of scientific researches and experience exchange
on relevant problems of development of Arctic regions.
Yegor Borisov, Head of the Republic of Sakha (Yakutia), Artur Chilingarov, special representative of President of the Russian Federation on international cooperation in the Arctic and Antarctic; Mika Riipi, County Governor at Regional Council of Lapland; Nils Andreassen, co-chairman of the Arctic Energy Summit – Institute of the North, Alaska, have taken part in the conference. The conference participants have discussed the issues of environment conservation, global climate changes, encouragement of responsibility of big business working in the north, as well as preservation of indigenous peoples' traditional lifestyles and nature management.
Alexey Tsykarev has made a report at the conference of the subject of Enforcement of the Right of Indigenous Peoples as a Guarantee for Sustainable Development of the Arctic. Within the scope of his trip to Yakutia he has also met with Viktor Gubarev, Vice-Chairman of the State Assembly (Il Tumen) of the Sakha Republic; Vladimir Vasiliev, Minister of Federative Affairs and External Relations; Feodosia Gabysheva, Minister of Education in the Republic of Sakha (Yakutia); Konstantin Robbek, ombudsman for the rights of the numerically small indigenous peoples of the republic; Alexey Serguchev, head of the Department of the Republic native peoples' affairs and Vice-Rector of North-Eastern Federal University Mikhail Prisyazhny. The experience of the Sakha (Yakutia) Republic and the Republic of Karelia, as well as international experience of languages and cultures development in the Arctic, improvement of living standards of indigenous peoples were discussed at the meeting.
Besides, Alexey Tsykarev has visited the national gimnasium and learned about the republic's opportunities in the sphere of teaching Yakut language and languages of indigenous minorities.
Two republics have great prospects for exchange of experience. Yakutia is pointed out by experts as one of Russia's pioneer regions in the sphere of regional legislation development and measures taken to support the indigenous peoples. In turn, Yakutia has got interested in Karelia's experience in creation of a network of ethno-cultural and heritage organizations and has suggested to develop cooperation in this sphere. Yakutia itself has a network of cultural centers under the patronage of the head of the region.
The Sakha (Yakutia) Republic is a current Chair of The Northern Forum, the organization called to develop international cooperation in the Arctic. The Government of Yakutia has expressed interest to Karelia's participation in work of The Northern Forum.
