Secretary of the Security Council of the Russian Federation Nikolay Patrushev Held a Meeting of the State Commission for Preparation for the 100th Anniversary of the Formation of the Republic of Karelia

The results of the work of the State Commission for Preparation for the 100th anniversary of the formation of the Republic of Karelia in 2016 were summed up at its eighth meeting on November 29 in Petrozavodsk. The meeting was chaired by the Secretary of the Security Council of the Russian Federation Nikolay Patrushev.

Speaking about the results of the year, Nikolay Patrushev mentioned positive tendencies in the development of the Republic. According to him, there is positive dynamics in Karelia as to the industrial production index - 105.3% in comparison with the respective period of the previous year. This year more than 1,300 jobs were created and updated. A lot of work was done for the gasification of the region: 43 enterprises were switched to natural gas, 14 settlements were supplied with gas, gas came to 17.5 thousands apartments and houses. On the whole, gasification in Karelia increased twice over the last three years.

The industry of the Republic received a good impulse for the development. Among the positive results of the year Nikolay Patrushev named construction of two Beloporozhskaya HPPs (hydroelectric power plants) which started in October and is financed by the BRICS New Development Bank. The Onega Shipbuilding and Repairing Yard resumed its operation.

As the Secretary of the Security Council emphasized, the transport system skeleton has been built in the Republic. The condition of the roads of federal importance has been brought in conformity with the standards, regional roads are under repairs.

Besides, health, cultural and sports facilities are under construction and reconstruction. Thus, construction of the hospital in Sortavala accommodating 200 beds is completed. Sports and health improving complex was commissioned in the capital city of Karelia. Similar facilities will be opened in the near future in Sortavala and Pitkyaranta. The beginning of construction of the President's Military School in Petrozavodsk was a significant event in 2016; it should receive the first cadets already by September 1 next year.

At the same time there could have been more results in the opinion of Nikolay Patrushev. Failure to meet the dates set for drawing up designing estimates for facilities and poor quality of supervision of subcontractors became the restrictive factors. Construction of Gogolevsky overpass was named by the State Commission Chairman as one of the examples: funds from the federal budget were allocated; however, the work is carried out behind the schedule.

"The management of the Republic should take urgent measures to correct the state of affairs and strengthen control over the observance of the construction time-limits, provide timely drawing up of design estimates for all facilities included in the Complex Plan and federal target program", Nikolay Patrushev said.

At the meeting the Head of Karelia Alexander Khudilaynen presented the main results of the State Commission's operation in 2016, telling about the main successes in economy and social sphere of the region as well as the problematic issues when implementing the Plan of Events and Measures for preparation for the Karelia's jubilee. The Head emphasized that systematic strict supervision of its fulfillment would be provided by the Republic.

"Implementation of the Complex Plan of the region's socioeconomic development will go on in the focal areas, taking its improvement and refining into account. Besides, it is required to concentrate the efforts of branch departments, local self-government authorities, investors, to combine various kinds of state support and financial assistance from the federal budget", Alexander Khudilaynen said.

The Head of Karelia thanked all members of the State Commission and its Chairman for the joint work, without which Karelia could not have reached the positive dynamics demonstrated now.

"With the State Commission's support we hope to enhance the role of the federal target program as the main tool for the Plan's bringing into life", Alexander Khudilaynen added.

The results of operation of six working groups acting as a part of the State Commission, were summed up at the meeting by their heads and representatives: Minister of Public Health of Russia Veronika Skvortsova, Deputy Minister of Transport of the Russian Federation Victor Olersky, Deputy Minister of Industry and Trade Vasyli Osmakov, Minister of Internal Affairs of Russia Vladimir Kolokoltsev, Assistant Secretary of the Security Council of the Russian Federation Rashid Nurgaliev and Minister of Communications and Mass Media of the country Nikolay Nikiforov.

Now each municipal district of the Republic is actively getting ready for the big jubilee. The Administration Heads of two districts: Lakhdenpokhya district - Vladislav Vokhmin and Olonets district - Sergey Prokopyev told members of the State Commission about measures brought into life as a part of preparation for the festival..

The aquaculture (fish breeding) development program on the territory of Karelia and development of domestic travels and inbound tourism in the Republic were also discussed at the meeting. Socially important investment projects implemented in the region were presented.

The State Commission discussed the existing unsolved socioeconomic development problems of the Republic of Karelia, determined the priority tasks for bringing into life the federal target program "Development of the Republic of Karelia for the Period up to 2020".

"We'll report the carried out work to the President of Russia and will demand from all federal, regional and municipal structures to fulfill the State Commission's decisions", the Secretary of the Security Council Nikolay Patrushev said.
