July 30 was a significant stage in the construction of the Beloporozhsky hydroelectric power station, the closure of the Kem River.

The command to block the riverbed was given by the Secretary of the Security Council of Russia, Chairman of the State Commission for the preparation for the 100th anniversary of the Republic, Nikolai Patrushev. Together with the Russian President's Plenipotentiary Representative in the North-Western Federal District Alexander Gutsan and the Head of Karelia Arthur Parfenchikov, he arrived at the construction site.
